The Chisos Mountains form a ring, or basin, and this gap, or "window" is the only point from which rainfall can flow out to the desert floor 200 feet below. A view from the 'other' side is here.

There is a large runoff area where flash floods escape through this low point - it rains so little out in this part of the world that they are infrequent, but when it does - watch out!
